Vaasa master plan 2040
The plan for participation and assessment for the Vaasa master plan 2040 was available for review 10.5.-30.6.2023. During the time 22 statements and 13 opinions were received. 659 people responded to the online survey, presenting their opinions and thoughts. In addition, seven workshop events were organized in different parts of the city, in which a total of 66 people participated. The City Planning Department would like to thank everyone who has participated so far for their feedback.
The master plan is the municipality’s strategic and general land use plan. In the master plan it is decided where the various functions in the city, such as housing, services, places of employment as well as green- and recreational areas should be placed and how they optimally function as a whole. The master plan draws up broad guidelines and regulates planning on a more detailed level, i.e – detail planning.
The planning area for the Vaasa master plan 2040 covers the entire Vasa city area and stretches from the archipelago all the way to Vähäkyrö. At the moment, there are 14 partial master plans with legal effect in Vaasa. In addition, about 111 km2 of the area is completely unplanned. In the process of updating the master plan, all of the partial master plans will be revised and a master plan is developed for the unplanned areas. During the process, however, it is explored whether some of the partial master plans can fully or partially remain in legal effect.
The purpose of the master plan is to implement and promote a societal structure coherent with the strategic goals of the city as well as sustainable development. The goals of the master plan are derived from the city strategy but also from other programs in the city in conjunction with other city decisions as well as the UN program Agenda 2030, with the goal of sustainable development. The goal of the master plan is to develop Vaasa as:
- a sustainable energy capital
- an energetic and attractive city
- a 15 minute city
- a maritime city
A program for participation and assessment, the stages of the master plan and estimated timetable
The first stage of the master plan is the program for participation and assessment, which functions as a project plan. The program for evaluation and participation contains, for example, the goals of the plan and explains how it is possible to participate in the planning process, as well as who are the involved parties. In the program for evaluation and assessment you will also find background information of the master plan, surveys used in the process, issues that require further investigation, as well as consequences that should be evaluated.
The program for evaluation and assessment is complemented as needed as the process advances. An updated version of the program for evaluation and assessment will then be available on this website. After the program for evaluation and assessment, a draft or several alternative drafts of the master plan will be made, opinions and comments are gathered during the time the draft is displayed for review. On the basis of the feedback gathered, a proposal for the master plan is made, on which it is possible to comment and opinions are gathered from various authorities. Finally, the master plan proposal is approved by the City Council.
The starting points for the Vaasa master plan 2040 are investigated and required surveys are completed during 2023. Drafting of the plan starts during 2024 and the goal is to have a draft/drafts available for review during 2025. The proposal for the plan will be available for public review when the draft and opinions gathered have been processed into a finished plan, according to the estimated timeline during 2026. The goal is to have the City Council approve the plan in 2027.
